If you zoom in closely you will notice the reflector is actually another centre cap.
I do wonder if it would ever work correctly as the reflector is not one continuous length. What you reckon?

Re: Familiar box
Hmm never thought about that. Presumably that would weaken the standing wave you want on the reflector if it was split. At a guess, good SWR might be achievable but almost certainly less gain than "traditional" construction with a single length reflector insulated from the boom. The feedpoint on the driven element itself looks pretty skinny in that pic though. The one on the reflector could be just a sleeve maybe?
It's hard to see what's going on in that pic, when I first saw it I thought it had got bent but having considered it I'm now assuming it's pointing vaguely towards the camera and that they've slanted the elements, and the angle is making it look a bit weird.
Yeah the box does look familiar, I won't be thanked for speculating - so I'm not going to.
Can't decide whether or not I'm gobsmacked that the "executive mayor" of Croydon has an instagram. You're not 15 - get off your phone and do some bloody work. I'm sure there's plenty needs doing in Croydon.
