To me looks a lot like Breakaway One, I’ve been staring at these meters and scopes for a few days now i’m familiar and also 99% sure that’s BaO, looking at the 6 workspaces in the top right, the Monitor audio level slider, and exit and minimise buttons….

I use Breakaway myself, it's not that.

It's the interface of Omnia 9 with the display set up for duplicate input monitoring.

If it's the NYC pirate I think it might be, they have money to burn! They buy commercial rigs (not pirate stuff) and have an advertising agency selling their airtime!
