I have 2 BIRD 43s and a 4304A.
2xBIRD 43s & 1-4304A.JPG
All give me a reading of +/- 400W into a 600W BIRD Dummy load
when the Elenos says 460W :whistle

So my guess is the Elenos is off :smoke

if you know the exact efficiency of the amplifier, you can know the output power through the calculation of the amplifier's voltage and consumption...
Can you mesure as is on photo as exsample
