Is Klub FM 87.5 still operating? If so when is the best time to hear it?

....I have a pal in north Devon area with a good radio set up who might be able to hear it.

No . It went off a couple of years ago.
There is a station called power 87 which broadcasts on 87.5 now.

High there.
It appeared while looking at the live view for one of the muxes on the operator's website.
If you are in dublin do note the mux there is off air.
Are you in a position to confirm if the station is or is not on dab?

Given that Klub FM's equipment was basically handed over to Power which is the station that exists now, I'd imagine your mate would have a chance of picking it up, although I have reason to believe that their power may have been slightly reduced since, or that they may've moved site, as the last time I was in the city they cover there seemed to be quite a bit of drop-out that wasn't there before. Worth a try though, guy in Wiggon picked it up a while back, and it's on a good clear frequency.

Waterford mux is off air afaik, will be put back on after the COVID-19 period, although strangely they are still acting as though it's still on.

Just been on their site and it says Dublin will be back on 29-6-20.

Also, they're applying for a licence....

Forgot to post this a while back, interesting as there's been a massive decrease in the amount of stations on FreeDAB since, as is evident from a misplaced note I found from a scan I did in April. Fairly sure the owners have it up-to-date, as there are many stations missing which were listed as on air before, and corrisponded with the scan I did at the time. Sorry, I know that's confusing. Anyway, here's a (seemingly) up-to-date list of what's on FreeDAB currently.
https://freedab.ie/index.php/broadcast-with-us/

As an aside, and no disrespect to them as they seem to really be making a go of it, but the grammar, spelling and general layout of the site could do with a lookover imho. Anyway, here's a full list of what was on in Cork alone in mid April:
Golden Oldies
90s Network
Hits Radio Cork
Zenith Rock
BKLR
Wild Country
Global Radio (Cork)
Sami Swoi Radio
Storm North East
Coast2coast
Dublin's ABC
Polish Radio Irl
Atlantis
Health Info Radio

They don't seem to be clear as to whether the stations they list are everything that is available, or whether they are just the broadcasters operating across the whole of the muxes.
dab scan is certainly due an update for sure though.
