In Westport County Mayo right now. Cracking signal on 87.7 MHz from 8radio. Programming's not bad either.

It's a temp licence, the TX you're hearing is coming from Galway. Run by Simon Maher who used to have a 24/7 indi station on FM in Dublin.

They appear to be giving it a good go in several cities. Is this the Irish equivalent of a UK RSL?

It is. Yes it's multi-city, broadcasts across the 4 most 'major' cities here on FM, and to one of them on DAB.

They are back on FM (with a temp licence) for the next five Fridays/Saturdays/Sundays in the 4 main cities and receivable in many surrounding areas:
