Pawsey balun

Hi All
New to the site, been having a bash at a Pawsey Balun for 87.7,
would this work, I know its needs waterproofing but in theory should it work, i've cut it to 800mm which I believe to 1/4 wave for 87.7 . I have not taken velocity of cable into this as there seems to be different thoughts if it needs to be done or not. Whats the best way of attaching to top element ?
