they do beat around the bush on there, so basically someone else was broadcasting on there from another studio? and they are up for sanction meaning they can just get fined and come back? or have i got that completely wrong....

It sounds to me like this in summmary:

The people who own the licence are only allowed to broadcast.

VOA have obtained the licence then outsourced the production work to a company or people who don't hold a licence to broadcast.

The group VOA outsourced to were technically broadcasting without a licence.

Ofcom got all anal when they found out and asked the outsource group not to broadcast.

The VOA licence holders mis-read this and thought it just meant they should not broadcast.

Ofcom suggest VOA could've carried on broadcasting but not from the outsource company.

VOA did not understand this and just pulled the plug.

Pulling the plug was another breach of Ofcoms rules.

It's doubtful VOA will come back.

What a shame, I really like VOA. Top quality entertainment at all times.

I particularly enjoyed seeing the huge banner which appears on their website urging people to "Report to Ofcom any interference on 94FM". :D

I can also here the test tones. Will be interesting to see how this pans out with touch being on the same dial.
