It's an array of street lights, you can't really see them properly because it's an old picture which was probably taken with the latest camera phone at the time.
....The lights wind right down to the ground with a crank type thing so you don't have to climb up to them to reach the top, conveniently.

I think they used a cordless SDS drill with an attachment in the end to wind it down. Yeah - I leant mine to Bossman for copying purposes. Never saw that again.
But I agree, best bit of kit i've ever used.
I remember talking to someone about converting for higher power, and I think it was a case of changing the matching coils to a higher SWG. Never got round to testing that theory tho.
Lots of Info on the web about the construction of one, so I don't think it'd be too difficult to knock one up as long as you had the correct test gear and patience.
